Rodrigo is a partner in our firm, his areas of specialization are Telecommunications, Energy, Public Law, Free Competition and Market Regulation.
Experience
He served for more than 15 years as Director Executive of the Association of Electric Companies. From this position, among others, he participated actively in the development and regulatory design of the electrical sector.
Previously, between 1999 and 2006, he served as Vice President of Foreign Affairs Legal and Regulatory of the telecommunications company VTR, a subsidiary of the company American Liberty Media. From this role, he corresponded to lead the regulatory challenges of the first massive development of broadband in Chile, and VTR’s entry into the market as the first relevant competitor in local telephony at the national level. At the same time, he led the team that was in charge of developing the first rate decrees of the company and led, in representation of VTR, some of the conflicts of competition most relevant to development competitiveness of telecommunications in Chile.
Castillo has actively participated, both from the academy as well as from the private sector, in the discussion on public policies and regulation of electricity and telecommunications market.
Academic activities
He is currently a professor and Academic Director of the Master in Economic Regulation at Adolfo Ibanez University.
He has been a professor of the branch “Legal Regime of Telecommunications” in the Magister in Law and New Technologies of the Faculty of Law from the University of Chile and the course “Law of Economic Regulation” in the Administrative Law Program Economic of the Pontifical Catholic University From Chile.
